For years, Ontario's Motor Vehicle Inspection Station (MVIS) program relied on paper certificates issued by licensed inspection stations. DriveON replaced that system with a digital platform where inspection results are submitted electronically and tied to the vehicle's record.
Ontario's paper-based Motor Vehicle Inspection Station (MVIS) program ended March 31, 2025. Safety and emissions inspections for commercial motor vehicles are now issued through the digital DriveON platform, with mandatory digital inspections from April 1, 2025.
DriveON means electronic reporting, a central results database, digital inspection reports and a vehicle inspection history that can be verified without relying on a standalone paper certificate. Inspection criteria remain government-regulated, but the operating and reporting system is now digital.
Facilities and technicians must be registered under DriveON. Approved equipment, facility authorization, technician registration, monitoring and audits are part of how the program is operated. Mobile inspections are only valid when performed under the facility's DriveON authorization and the applicable agreement for on-site work.
For fleets, the transition changed recordkeeping, result submission, equipment controls, technician authorization and government oversight. Operators should confirm that the facility and registered DriveON technician they use can submit results correctly and that reports are available for plate renewals, ownership transfers and audits when needed.
Vehicles still need safety and/or emissions inspections according to the triggers and vehicle classes published by Ontario. Inspection criteria remain government-regulated. Directives, procedures and equipment requirements can still be updated over time — so it is safer not to claim that every underlying standard is identical to the pre-transition period.
Directive Schedule 1 sets out emissions test procedures for heavy diesel commercial vehicles (pre-test, opacity and OBD components where they apply). Heavy-duty safety inspections use National Safety Code Standard 11B together with Ontario's Directive Schedule 2 procedures and modifications. A vehicle may require one, the other, or both.
